Published in 2011 by the General Directorate of Religious Education of Türkiye’s Ministry of National Education, the Vocational Arabic Curriculum (Grades 9–12) for İmam-Hatip and Anatolian İmam-Hatip High Schools was prepared by Prof. Dr. Emrullah İşler, Assoc. Prof. Dr. Mehmet Hakkı Suçin, Asst. Prof. Dr. Erdinç Doğru, Selahattin Demirci, Tuba Gülerdi Satır and Abdullah Köseoğlu, with Mevlüt Kaşıkçı as curriculum development specialist and Mehtap Erman as assessment specialist.

Arabic is taught as a vocational subject in İmam-Hatip schools, yet the curriculum treats it as a foreign language and draws on the methods, techniques and approaches of foreign language teaching. Based on a communicative, learner-centred approach, it explains in detail, with suggested activities, how to develop listening comprehension, speaking and pronunciation, reading, and writing and composition.

Language levels were defined with reference to the CEFR. Planned for four hours a week (144 hours in total) in grades 11 and 12, the curriculum aims to bring students to the threshold level (B1) by the end of grade 12. It sets out learning outcomes, grammar topics, themes, teaching methods and techniques, and assessment tools. The Hayyā Nataʿallam al-ʿArabiyya textbooks were also prepared in connection with this curriculum.

A new curriculum was later published for the grade 9 and 10 part of the programme.
